I dislike carbon spots on high grade cents, so I'll not offer a grade here.

Not that it matters, but it appears there was some aggressive obverse die polishing going on--from the bowtie down, along the 'front' of the coat.

Those tiny spots won't hurt it. My only concern is the obverse and if the strike weakness in the high points is distracting or not. Other than the the reverse is hammered and only minor ticks. It should be a lock for 67 IMO.

I've been searching for a nice example of the 81-D for a long time! They are one of the worst memorial cents ever issued IMO. They made 5.3 billion and 99.99+% of them are crap. I think the mint put them in tumblers for a week before they bagged 'em. They consistently seem to have deep hits.

I have a mint set coin in that hole - best one I've seen in hand - just sad.

Here's one they 66'd. Look at the cartwheel spokes ~10-4. You can see they are slightly spread out. You can imagine that as this coin is rotated and the spokes move around they would be interrupted by the surface toning - which can subdue the luster like on this coin. There is also a pretty big reverse field hit somewhat hidden in the toning.
