looks like metal was added to the coin. like brazing with a copper stick and a torch. Notice the darkening around the thing on the coin.

Possible rim Cud that split the plating and expanded later. Note the "oF" on reverse is showing a slight weakness on that area. So it may have been swelled from zinc rot after the strike? Hard to tell if it were a Cud also now.

Close match to the LC-84-24. In "THE Cud BOOK" and the CU-1c-1984-42 on Cuds-on-Coins/Broken Die Errors.
The mint was working out issues with the new Zinc Cents, lots of broken dies, we see a bunch of Cuds starting in 1982. Very large Cuds can be found in 1983 & 1984.
