I know it isn't in the best of shape, but I was pretty happy to recently get this 2 digit radar devils face $1 for about $8. Does the off cut add anything? Possibly worth about $30?

No. When its not well centred, it actually loses eye appeal, so that can detract from other collectors wanting it (IMO). It is slightly cut out of register (BTW) & not a large enough shift to be considered an "error."

It's hard to say (& harder still since you've only posted the front). It's difficult to assess the grade but about Fine but again its tough to ascertain from just seeing a picture of one side (& not inspecting in person). But, I do believe it would go up to $30 (or possibly more). After all its a 2 digit radar & we don't see these often for Devil's Face (1954 or before). The further you go back in series the harder it is to find special serial numbers. If it were auctioned at a good time, by the right seller, starting at $0.99, I think you'd definitely make money on your $8.00

OA prefix with that serial number I can easily see being worth 30-50$, there is places other then ebay to get a fair price for a bill like this.

That was a great purchase for $8.00 personally I think it would sell for over $50.00 on ebay.
I have to ask DBM though why he has not considered this a two digit repeater?
