2008 Euro 2 Cent Possible Mint Error?

I've never seen a coin like this one regarding the rim or edge of it. It's the same thickness as an American penny, but it's not sticky. It's like 3 coins are one. Does anyone know how this may have happened? I couldn't find anything online except maybe a sandwich coin but it doesn't look like one. Any ideas are welcome. Thank you guys.

All 2 euro cent coins have a grooved edge. The purpose is to enable visually impaired persons to more easily tell it apart from the just slightly smaller 1 euro cent (which has a smooth edge without a groove).
