It is a pre-revolutionary Russian medal awarded for horse breeding. (But there are replicas.)

The center text reads "For the best riding horse." The text around the edge reads "From the State Horse Breeding Department."

I am evaluating this for an old man that put his trust in me to find out its value so he can sell it to me for a fair price.

How do I tell if it is authentic and what would be its value as a genuine one and as a replica?

Also, are there any reputable web sites that address this subject matter?

I don't know how to tell replicas from genuine ones. Replicas seem to be available on Russian sites at prices corresponding to a couple of dollars. Prices for genuine ones vary, from what I understand medals with Alexander III are more rare than ones with Nikolai II. For what is supposedly a genuine Nikolai II medal, the asking price corresponds to $180.
