Well, the mint gives sales figues only for 1 oz coins.

As for the grade, etc etc many buffalos are bound to be that grade because gold is a soft metal and it's easy to strike on.

Anyways, if this helps, the mint sold 177k 1 oz buffaloes in 2008

I would imagine that just about all of these ¼-oz. W's would have come back MS-69 or MS-70....
