It's a Byzantine follis. Not my area, but I believe it may be an issue of Romanus III Argyrus, AD 1028-1034.

Byzantine anonymous follis. Not my area either. There's a bunch of classes of those and offhand I'm not sure which one this is.

EDIT: looking it up, this is probably class B, in which case the Romanus III attribution is probably either correct or very close.
