If a coin is toned it's not a Perfect BU any more. So lets say for example there is a coin that is graded MS70. And it's stored for some time, will it ever get a toning. And if yes will it still be that exact grade? thank you

Major TPG slabs are not air-tight, and will not stop the coin from toning if it is stored in an atmosphere conducive to toning. Toning will not affect grade (with the possible exception of 70's - I just don't know), and the TPG's offer a guarantee regarding the grade. If you resubmit a slabbed coin, and they lower the grade they initially assigned the coin, they will make you whole for the reduced value.

Of course, there's a lot of wiggle room in that statement, but instances of "making it good" have happened.

As to the grade it would depend on the amount of toning. Remember that toning is chemical reaction of the metal on a coin with an outside substance. If the toning continues sufficiently over time it becomes corrosion and possibly ruin the coin completely.
