Could be Struck Through, could be a stain, could be something else.
Much clearer pictures are required.

If under weight, then it looks like an example placed in acid to try to make it the size of a dime to use in a vending machine.
If normal weight, it may have been heated with a torch that altered the surface of the coin.
What-Kind-Of-Error-Is-Taking-Plac?
Either way the coin was altered and it is just a spender.
