thought it was a mule but when I saw it in person, I got confused. the reverse side does not have scrapes and is genuine. But the blank planchets I have from 2017 are copper but this has zinc visible, what is the deal and what could this possibly be. thank you for your help.

Agree, coin has been ground down and polished, that's why you see the zinc core.
Also it is impossible to have a struck coin with a rim only on one side. PMD
