The top is VRBS ROMA (Constantine I). The mintmark looks like SMTSE (Thessalonica), RIC 187 http://numismatics.org/ocre/id/ric.7.thes.187

Yikes Paul, that seems to me like amazing detective work in figuring out the emperor. Does Domitian have that unique of a bust or did you use something else in your identification?

Yes he does. I'm not quite at Paul's level with Domitian but almost all the emperors and empresses through to Constantine I are distinctive enough just to go by the bust. After that, they get a bit generic but you can still pick some out (Magnentius and Constantius Gallus come to mind).

I've seen competitions on forums based on the busts alone, and they're usually too easy if the whole bust is shown!

Here's my Domitian - I think you'd recognise him in a line up with other emperors...

Domitian Denarius, 90

Rome. Silver, 18mm, 3.4g. IMP CAES DOMIT AVG GERM P M TR P VIIII. Minerva standing, head left, holding spear, IMP XXI COS XV CENS P P P (RIC 692). From the Westbury Sub Mendip Hoard.

Yes as John said the portraits on Imperial coinage is reasonably easy to decipher up to a point, eastern mints included....But the provincial portrayals can be a little more difficult to ID..
