Nickle has a long die crack at top of dome

If the area in question of the obverse is incuse, it is damage. A die crack is raised above the surface and devices. The motto is not a doubled die, it is Machine Doubling caused by the machine after the strike. A DDO on the Motto would enlarge the devices and make them look distorted:

Note the example on the right. That is a DDO. The left image is like your coin, just Machine Doubling. The area you are looking at is:
1. On the outside/inside areas of the devices = Machine Doubling.
2. Note that the contour of the devices are missing on side of the devices. = Machine Doubling.
3. Note the devices are enlarged and distorted on the DDO. That is a doubled die, because those devices were hubbed incorrectly. The doubling is on the die, so it is a doubled die?
