1998 Penny Lamination Error?

I was weighing my 1998 pennies and this one stuck out with a weight of 2.33G and looking closer it appears there is some kind of "bubbly" coating on both sides? I'm new and am just learning the terms in this hobby so if anyone could maybe explain what this is and what causes it? Thanks

The 1998 cent was copper plated zinc. The bubbles are probably caused by zinc dust. The weight is within spec.
In the future, do not shoot photos on an angle, it distorts the features, shoot them head on.

JimmyD, are you the photo police? That was rude and wrong. The photo taken at an angle shows the detail, that the poster was referring to, better than if it had been taken head on. A change of angle can drastically change the appearance of details.

Do you see the die clash marks under the right leaf and through the 3 ? Or the extra metal on the leaf (lobe near K-G) in the straight down view ?

Thanks TerryT much appreciated as yes that is why I took the pictures at an angle because looking straight on it doesn't show what I was asking about as good as it does when looked at from an angle. If it helps and appeases the rude JimmyD then here is a pic of the coin straight on.
