Tough to say from the pic, but almost certainly not. A Prooflike coin should reflect newspaper print such that you can read it in the coin from a few inches away.

I would say it has a proof like surface just my opinion.

The way I test them I put my finger above the coin about an inch away ,and if I see a pretty good refection of my finger, like a mirror I know then it has proof like fields

What does the other side look like? Inquiring minds want to know.
Something just doesn't look right.
Not that anything is wrong now.

From that pic, I'd say no too. I don't see any contrast between the eagle and the fields at all. How about another pic- bigger and at a slight angle to some light.

Unfortunately, I don't have a photo of the obverse. After looking at the right side of the photo, the surface does not look very reflective... Sharp, but not reflective. The coin in question is an 1885-O, not mine though :).

There doesn't have to be contrast between the devices and the fields for a coin to be PL. Contrast is require for Cameo.
