I found this dime roll hunting and it looks like it's blue and I don't know what to think now I've seen those 42 dimes with a blue hue but their called something weird

Looks like some sort of environmental exposure, maybe in a folder with the reverse facing down?

Whatever caused it, it wasn't done at the Mint so it is some sort of damage.

I agree with above, the obverse was most likely laying on the dirt for awhile and oxidization took place.
