Slight off center on the one side, so it is a MAD (Mis-Aligned-Die) issue on the obverse die. Not enough MAD to get a premium, but not off center either. (as only one side is affected) Just a normal coin. Devices need to fall over the edge of the coin before there is a premium for this one.

Looking again at this coin:
1. Note the reverse die has a clash mark on ONE CENT area.
2. Note the obverse die state is very fresh. So this looks like the a new obverse die was installed onto the setup, thus the alignment is not setup at that time. It was out, so that is why your coin looks like that. MAD example as mentioned.
