don't believe that's an RPM, mint marks often have anomalies in and near them

If this is not an RPM what is it? what looks to be a second S is raised just as much as the first one. What appears to be the second S is not at all flat. I am a little confused on this one. Let me try to take better pictures.

to me, it looks like the 1968-S 25˘ Pr WRPM-002 on Wexler's coins and die varieties
