I don't know what to call this coin because it is clipped and off center and a little bit broader on both obverse and reverse it weighs 2.3 and it's thinner than a regular dime. Like it's almost smashed down. Is this an error coin?

Not an incomplete planchet, it is PMD.

I think that damage explains away the flattened edge, worn away reeding, light weight, and broader flan.

How could it be PMD? It has doubling in all the words in the obverse and reverse and how did it give Roosevelt a new hairdo? And the way it is thinner than a regular coin and it doesn't have any edges? Did someone like a blacksmith heat it up and then bang in down? Does someone know how to bend the coin over where the piece is cut off? The theory of error and PMD damaged coins contradict themselves. Have you tried to read about coin errors and damaged coins they use the word "but" if it looks like this then its that! I read here in the community about how some of the grading of the coin is different in each of their eyes and there's controversy about the outcome because they'll send it to be regraded and it will get a higher grade than the previous grade. I'm the type of person that needs detail info and I won't stop researching until I understand it.

It can only be one of two things, damage or an error.
If you understood the minting process, you would know that could not happen
during the striking of the coin which is the only time an error can occur so the
alternative is that it is damage, no matter how it happened

Dquiroz68 You can make your own with a hammer and a hard surface in less than 3 seconds. You say it in your OP it's thinner than a dime. We see a lot of hammer jobs here, and the thing they have in common is they are flattened out.
