Agree with Kieth, it doesn't look silver, it looks more like an electrical box knockout with the damage on the rim.

Reminds me of the time when I had a correspondent in Russia. I tried to send him some coins but the customs people always stole them. One time they even took the coin out of the holder and let the empty package continue on! My last package after that was one of these slugs carefully packed in a 2x2 etc along with a story about it being a rare unfinished mint error coin from the Denver mint. I even filed off the burred edge spot. Hopefully the thief got laughed out of a coin shop when he tried to sell it.
