My educated guess is it is a fake . Not only what looks like rust but date and other things look in the wrong place IMHO .

Agree, likely a contemporary counterfeit.

Agree. The whitish areas or lightly colored areas on the reverse by the neck and shield areas appear as silver plating over a worthless base metal host. With time the underlying corrosion has eaten away the silver plated surface. Probably a lead/iron type host alloy from its appearance IMO.
