This is from the same collection. It had an interesting insert from the mint. It was hard to get pictures but there are gouges in the reverse fields that distort the E,S,O,F in States Of & the s,t inTrust.

The extra insert is put in GSA's that don't have "uncirculated" on the holder. They were sold for a discount because of a problem, and often that problem was toning. This one is probably just overly scratched.

MS-62 tops? Hard to see, not much light on the coin.

I was able to enlarge the area and enhance the contrast. I think it will likely be UNC Details Damaged.

strike is there for this year which is normally sharp. I'm seeing a lot of rub but I'm not seeing the tarnish/scratches noted on the insert other than the reverse marks which dont appear to be bad enough to detail the coin. the photos are a little blurry but the coin still looks like a typical GSA MS63 coin and imo certainly not less than 62. value wise there is not a whole lot of difference between MS61 and MS63

MS-63. Just heavy bag marks on the reverse, I think.
