@I66, I agree that that a nice close-up pic of this area would be helpful. With that, it looks perhaps damage to me.

looks like damage, but hard to tell. take it out of the album and get better pics. This could be a MAD strike, but again cant tell with the border of the album hiding the upper edge of the obverse.
