There is doubling on the obverse and the reverse is missing the S in states

Does it mean damaged by human fluids?
That may sound silly but some jargon is difficult to apply to Numismatics.
Sneeze coin sounds like a spender coin.

Correct. The sneeze droplets are the smallest measure of liquid.
