The luster is off the charts with this one. Lots of die polish lines, freshly polished dies produce the most luster.

How can a coin with that many die scratches have a high grade?

die polish lines have no effect on grade regardless of how many or how deep

there are very small little ticks obverse chin and lower part of bust area. this is common even on MS67 coins
some marks across the motto letters and E PLUSIBUS UNUM
other than that, this is a clean coin and I think it would come in at MS67RD and no less than 66+

I am very curious as what are those flat shiny parts on the coat? They look like they have been smoothed with a grinding wheel. They light up when coin is rotated. I have passed on 5 or 6 coins with those same flat marks. please fill me in on those. I see two of them. Thad these are the marks I have been asking about, so glad you posted that coin.

On the cheek and lapel? Likely spots that didn't completely fill in the die. Those are the high points of the design. If there isn't enough metal to fully fill the die, the minting process simply pushes the flat planchet up - it never gets rounded out at the top.

The other high point is the hair above the ear. You can see the hair never fully formed in the strike either - it's kind of a 70's blob there. Also, if you look in the field right below the memorial, you can tell the strike is a little weak. That area is opposite the head and takes a lot of metal to fill the die - often this part of the planchet doesn't get fully smoothed out on Memorial cents. The worst part of that is it will interrupt the luster and smoothness of the fields there.
