On the cheek and lapel? Likely spots that didn't completely fill in the die. Those are the high points of the design. If there isn't enough metal to fully fill the die, the minting process simply pushes the flat planchet up - it never gets rounded out at the top.
The other high point is the hair above the ear. You can see the hair never fully formed in the strike either - it's kind of a 70's blob there. Also, if you look in the field right below the memorial, you can tell the strike is a little weak. That area is opposite the head and takes a lot of metal to fill the die - often this part of the planchet doesn't get fully smoothed out on Memorial cents. The worst part of that is it will interrupt the luster and smoothness of the fields there.
