1993 One Dollar Bill Ink (Smudge)? On Serial Number

If you could enlighten me on what it is actually called and if it common or not. I did check the back to see if it's a web note but there is no number above the 'E' in 'ONE'. Thank you. But, I am definitely not a bill expert, so don't take what I say as the 100% truth.
