Certainly not an error, damage, possibly heat damage.
No way it could look like that when it was struck.

. Agreed, heat or acid damage making it PMD. Weight might help determine heat or acid.

That be a blowtorched coin, sorry. Acid generally won't move the design about like the way those shadow-letters have appeared.

Jut like here's no mint-made process that could do this pattern, I'm having trouble thinking of a fake-making technique where ripples and waves like these are a symptom. A too-quickly-cooled cast copy is covered in cracks, but not waves.

I was thinking of a poor cast job. Knocked or fell while cooling in the mold. Never seen a torched coin, but can make one on Monday. .

It's PMD with someone trying out destructive things like excess heat to the highest design portions and acidic solutions elsewhere.
