Interesting. Looks to me like post-strike mischief--a deliberate attempt to produce an 'error'. The lettering showing on the obverse side appears reversed--the sign of a 'vise job'. Others will be along to comment.
I second the more probable cause as post mint mischief, and part of the reasoning is the damage to the reverse at the ST of states. It is more of a curiosity now.
