Hi,
Just wondering if the extra outline on the side of the ear of this 1997 penny is considered doubling or some kind of die issue.

Well it is not a doubled ear. On the doubled ear there is a look on the SW edge:
1997-Penny-Ear-And-Extra-Outline
It will be raised above the fields and the design. There is also a strong marker that is on all of them on the rim:

Look for this marker on your coin? Not there, it is not that die number. (On your coin is looks like the push from Machine Doubling. In order to the real DDO, it has to have the spread and the marker for it to be this one)

please see attached for additional images. It was hard to tell if there were the indentations, it seemed a bit jagged, but some wear. Hard to tell.

I would say this is NOT the doubled ear due to the lack of the die marker. For the extra outline around the ear my guess would be Machine Doubling but I would love to hear other's opinion.
