Is it just a matter of popping off the top of the capsule or do you have to destroy the backer card to get to the capsules?

Which set are you asking about?

The only C&C set that I currently have is the 2020 George Herbert Walker Bush set. In that set, the capsules can be removed and then the capsule can be opened. Earlier sets may not be the same though.

Yes, the capsules are easily removed from the holder. They come apart like any other plastic capsule, find the seam along the edge. All the previous sets are the same.
