Mintmark is showing a contact mark on the NW edge of the top serif. The rest of what you are seeing is a VLDS die that struck your coin Or Machine Doubling on that device. If it is die wear all the devices will be showing this towards the rim direction. If this is Machine Doubling only some of the devices will be affected in a single/multiple directions. But your looking in the wrong area for a DDO. The centers of the devices is where you should see spread on this years quarters:

Note the size of the devices? They are larger than a normal coin:

Look for the enlarging of the devices, not the reduction of the devices. ( Machine Doubling removes the contour on the outside/inside edges of the devices) A doubled die can have Machine Doubling, but Machine Doubling never made a doubled die. The doubling on a doubled die is on the die, not caused by the machine.
