These marks or double stamped? It has a weird finish and rippling. Haven't been able to identify if it was PMD

. It is PMD. Most likely from a blowtorch.

to the CCF Need closer pictures. If it was heat, hot enough to puddle the copper, it would have destroyed the whole coin.

most likely heat was applied to change this coin. Please try to crop your pictures to the rim of the coins you post. It will make it much easier to see them.
