They are raised, because of the trenches next to them. On a double strike the devices are raised, but weakened by the second strike. All the rest of the devices are not showing the same thing.
Damage to a coin shows an incuse mark and two raised areas outside of the trenches.

Just like snow. When you move it, it makes a raised area where it is pushed.

There's a crack coming off the rim leading to what may be a retained break. My title and description were off
