Yep. These "beard tokens" come in two varieties: copper for the commoners, and silver for the nobles and merchants (who had to pay the higher tax). Naturally, the silver ones are the scarcer.
The beard token system seemed to be too cumbersome and difficult to police. The cost of issuing, distributing and policing the tokens also largely negated the income from receiving the tax (though the Tsar would no doubt have contended the tax was all about modernization, not revenue-raising). After the two attempts listed above, the token system was abolished.
It should also be noted that, because of the notoriety these tokens have gained in the Russian numismatic scene, there are fakes around.
