If it were something else from a die, All the other areas of the design would show on the coin from both sides the coin. Just imagination. To small to be a device from the die and there is not a 2 on this die. Hard to strike something that isn't on the die. Only thing that size would be on the 'S' on the motto from the reverse. There is no way it could hit that area and not leave the design on both sides from the die with out the designs. Just like the area NE of the '3'. Some could say it looks like a flag. Again, there is no design like that. Just the brain tricking you:
