The clear separation is evident in the world "Republica" only, what would you make of this example? I don't think it's a double punch of the word.

That is without a doubt a great foreign doubled die. The notching is evident raised images and also rounded images nice separation indeed

"REPUBLICA" shows classic serif separation across much of the word, and I think I also see signs on the nearby devices.
The Belgian 1 Fr is sure an interesting contrast with that wide spread on the 9, where nothing corresponds in adjacent devices. It appears repunched to me too.
Although all US coin series had dated working hubs at this time, I have other early 20 Century European coins which show repunching in the date area alone.
