I found this 2010 penny with a "mottled" reverse. What if any would this penny be called. New in the coin field so please be kind. Thank you.

Might be a glue or glue-like substance across the entire reverse--perhaps even 'dried' soda. What does the obverse look like?

Suggest giving the coin a day-long soak in 100% acetone.

From the images presented, I don't believe it is a mint error. It looks like a coin to which something happened to its surfaces after it left the mint - post mint damage - PMD.

As already noted, an acetone bath might help to remove the surface contaminants.

to the acetone soak idea.

My very first off the cuff thought was acid. But if the obverse is unaffected then that is very unlikely.
