Weakness in STATE OF. MS-68 is a nearly impossible grade, the coin would have to be nearly flawless.

I could see MS66--not higher. Could be MS64-65 if the photos were sharper.

reverse strike will eliminate a 68 grade. photos are out of focus and once you get above 66 you need really sharp photos that dont have lighting issues.
coin is in the 66/67 range however, is it scuffing at the bottom of the coat or lighting? also under the steps? no way to tell using these. that would drop it at least a point or more depending on what it actually looks like

S OF on the reverse appears to be Struck Through GreaseI doubt it is a strike issue since there is no weakness opposite on the obverse

IMO it's not Struck Through Grease, it's a failure of the dies to fully fill. Look at the area opposite the reverse, the shoulder and bottom on the coat, it's very weak.

To reiterate on what BadThad said, the shoulder is opposite of "states of" and the shoulder takes more metal to fill than any other area of a Lincoln Cent, this is why most have remaining planchet marks, weakness in the reverse in the opposite side of the coin, lack of details on either or. At the top their grades above ms66 they get picky on coin strike, even if the coin is free of any ticks, or contact marks.
