Seems to be Spanish. This one has a similar obverse:

@jsal, these tokens with the word "TELEFONOS" have been attributed to both Argentina and Spain on the tokencatalog website. Fortunately, your piece has that interesting logo of a letter T made from little dots on the reverse. In looking at the history of the logos of the Spanish company Telefonica, it appears as though this logo was used between 1993 and 1998. Here is a link:
