The seller is alluding to the fact that this is labeled "Off Metal" but that is not correct. I wonder why ANACS even mentions "brass planchet" though?

It does not even look like an ANACS holder. with ANACS the top front where the label is, is curved to the rear.. Unless they used this type a very long time ago..

However, on their sire, the number is correct and states the same..

Some cents were made with used brass shells from the war.Type brass shell cents in the search box.Red Book states 1944-1946

Thing is,that coin is a 1941. Did the U.S. mint make coins for other countries in brass that year?

My guess is its not brass and that slab is in error. But I could be wrong.

If more zinc than tin made it into the bronze alloy used to strike cents at that time, would that be enough to call it brass?

By the color must be 75% CU and 25% ZN explanation of this alloy in the quote.

In 1941 US Mint produce 208.603.500 coins for foreign countries. The only ones qualify fo what I see in the OP photos are:
1. Indo-China 75.000.000 coins
2. Surinam (Netherland Guiana) 800.000 coins.

The others coins struck in 1941 do not qualify for the color.

An good XRF (chip alternative) will be suitable.

The ID of the slab is OK. The slab himself also seem to be original. Metallurgical test rest to be done in order to find out exact. If ad-veer to be brass, we will never know which planchet was use. The two possibilities I post already was struck in Phil. All others foreign coins for 1941 was Denver and San.
