What is this blistering on the 1992 LMC? It's on most of the letters and all over the memorial. Is it zinc deterioration pushing through the copper ?

It's just split plating. The copper split during the pressure of the strike in areas with relief changes perpendicular to the flow of the metal. A very common occurrence.

That is what it is what coppecoins said, and there's also plating split doubling on the coin as well if you see the doubled images on the T and E of United States.

Umm, it's not an also...that was the subject. The odd appearance of the reverse is from split plating. The end.
