I've been finding a fair amount of these defects on the reverse of 1994 D and P quarters. Some of the branches and leaves seem to be doubled. Are these double dies or Machine Doubling? Or what?
Note on the last image. You can see the area on the stem where the metal was pushed upwards, indicating this happened post strike from Machine Doubling.
