I am new here so please forgive my ignorance, This is a United States 2016 Shawnee Quarter, and it has some crazy stuff going on. I will let you be the judge, but I am not sure if this is considered an error coin and if it is what do I do now? I am pretty sure it is the only one like this, but please give me some advice? Thanks

Not an error coin, there is now way that could happen during the striking of the coin.
It looks like it has just been badly corroded.
Spend it if you can.

With the bubbling on the obverse, heat may have been applied to it to cause some of this damage. Acid or an extreme environment did the rest - not an error

Yes, post-strike damage--and bad damage at that. May have been exposed to extreme heat for a period of time.

While there is an error that looks something like this, your coin is showing lots of damage. PMD. It looks like it was exposed to very high heat. The cupronickel clad layer has some gas bubbles under the surface where it has separated from the copper core. The coin looks to have been cleaned to remove the soot and other effects of the fire.
