Railroad penny was my first thought! Funny. But its such a strange shearing; I'd be delighted to know how. But, it clearly is not a mint error but post strike damage? Thank you all so much! This is my first post. I'm glad I found the site.

Post mint damage. How/why? Doesn't really matter because we'll never know the answer. Damage is damage. It did not leave the mint looking like this. Worth less than face value, as I doubt you will ever find someone to take it.
