Looks like an example of a second print alignment error.
A full sheet is fed into the press to first receive the back, intaglio printing. That same sheet gets flipped over for the printing of the front. That's where the misalignment occurred. Then, the sheet of 32 notes is cut in half, lengthwise. The overprint of the seals and serial numbers is performed last on the 16-subject sheets. The OP's note looks to have good alignment on both the first and third print. It's definitely a candidate for grading. If for nothing else, to confirm its authenticity.
