@dru, first welcome to CCF. Second, yes sorry but someone has ground away the rim on a normal cent. This isn't a mint error, such as a clipped planchet.

Agree with the others, not a clip, just damaged.
Possibly someone was trying to make it look like a clip but didn't
do a very good job so they put it back into circulation.

That cent was clipped - or ground down After it left the mint. It is just a culled, damaged coin. But just for kicks, can you post up an image of the damaged edge? I'm curious if it was ground off or cut off with diagonal cutters.
