It looks like DDD ( Die Deterioration Doubling) to me. Notice how the apparent doubling leads towards the rim - this is cause by the die wearing out and stretching a bit, the corners of the engraved devices become elongated.

We really, really need help here reading posts and us having absolutely no idea of what the poster wants to know. We are not mind readers! What is it that you want to know? Meet us halfway and tell us what exactly you see going on with your coin and then show us through close ups of those areas. "What is it called"? Doesn't help us. Help us help you, describe what you see and where you see it. Thank you.

i was looking for how the abnormal looking letters in liberty were made. I would like to learn the reason it occurred and the effects. I do know anything about coins.

That is called DDD=die deterioration doubling. It is basically a worn die issue.
