I'm not seeing any evidence that these are actually "coins" or other numismatic items, other than their vaguely round shape. I'll stand by my "electrical box knockout" theory.

I think the first step in a good soak in distilled water to loosen the dirt off, then maybe acetone.

Kick some of that dirt off and post some more photos! If they are silver, they should clean up somewhat nice. What type of equipment did you use to test the metal of the coins?

They can't possibly be silver; silver doesn't corrode and fuse together like that. What did you use for testing?
