What type of mint error would this be considered?

Not an error, it is damage. The surface has been removed.
The lack of a rim indicates that.

I too agree, the reverse has been sanded/grinded away. This is not an error from the mint, it is just post mint damage.

the only error here would be putting power tools in the hands of a vandal.
Somebody just sanded this coin down almost to the copper core.
