Technically it is an "Uncentered Broadstrike". It doesn't become an
"Off Centre Strike" unless there is part of the design cutoff but a nice
find in any case no matter what you call it.

@JimmyD - ANACS slabbed it as 10% Off Center. I'd say 10% is a stretch, but check out the arrow heads on the reverse - they are right at the edge of the coin, so I do believe it is OC.

True, they are right at the edge but there doesn't appear to be anything missing.
Personally I don't know why they have too different terms, if it is off centre, then it is off centre
whether there is anything missing or not. The percentage will tell you how far off it is.

I agree it's all in the percent. Here's one of my favorites - an 1858 SL misaligned die (obverse is perfectly centered).

I think that this could be called an OC because of the rim design (forget what it is called) has fallen off the edge on both sides.
