Definitely not. The easiest way to recognize it is the off center (reverse) clash marks above and through the E of cent, which your coin lacks. What you show in UNITED is just Longacre doubling.
The doubling you keep posting is known as Longacre doubling. In Longacre doubling, the doubling will surround the lettering, where normal doubling will be shifted to one side. A picture of Longacre doubling on one of my proof Indians......
